You’ve just registered on the online bloging system, this blog is actually owned by the service “giver”. If you want to have your “own” blog. Like you said to buy a domain and etc., you need to download a wordpress CMS from http://wordpress.org/ , then you need to buy a domain and a hosting service for you blog. Other step (when domain and hosting is fully working together), you need to upload all files you have downloaded to your host and install wordpress CMS. Here is the topic about wordpress CMS installation: http://codex.wordpress.org/Installing_WordPress . When you do all these steps you will have your own and working blog.

It’s not very clear what you mean by referral program. Are you trying to set it up so people sign up as your affiliates to help you promote your site or would you like to promote somebody else’s products / sites?
You can sign up with sites like ShareASale.com , CJ.com , or ClixGalore.com and set up your own affiliate program or sign up to become an affiliate for other sites.
Also, check out http://extensions.joomla.org/extensions/ads-a-affiliates/affiliate-advertising for affiliate extensions for Joomla.
